more like 21, but they'll change as your weight changes- lose weight and boobs will shrink, gain weigh and boobs will grow. That's why fat ladies have big breasts.

around 25 is when you reach your full womanly figure
15 for me.
Everytime you get pregnant they get huge, I mean MASSIVE, then when you stop nursing they deflate like a basketball with no air in it, and sag.
They continue to sag more each year until you die.
Oh well, they're still fun!
